the Forest Service’s Roadless Rule because it could restrict hydro-electric development on National Forest land in Alaska. Community leaders and energy officials testified this week that temporary roadless restrictions were already having an impact on energy development and they worried that the application of the permanent rule could jeopardize future projects.
